the Captain Superintendent of Police reported that there were a certain number of men who he had good reason to believe had committed crimes in China and had fled here. He forwarded a report by an Inspector of Police, who stated that these men had no credible means of existence, and he was credibly informed that they frequently committed robberies in China, and sought refuge here.
He gave the names of 400 men. These names were sent to the Viceroy of Canton, who returned a detailed statement of all the crimes committed by these men, which agreed with the information which the Police had, and he asked that they be surrendered as they were all notorious criminals.
